On 10 September 2025, the National Trust Ecofund (NTEF), together with FLAG, launched a Call for Proposals for project applications under the Subprogramme “Energy Efficiency in Municipal Schools and Kindergartens” within the Climate Investment Programme (CIP).

Under this call, NTEF provides non-repayable financial assistance of up to 70% of the value (incl. VAT) of the investment costs for construction and installation works and the supply of equipment necessary for the implementation of energy-saving measures specified in the Energy Efficiency Audit Report. Eligible applicants are municipal administrations that own the buildings of municipal schools and kindergartens. Within the Subprogramme, under all calls launched, one municipality may apply with only one project for one site.

Under the specific scheme, Fund FLAG may provide the mandatory co-financing of 30% for the energy-saving measures (ESM), as well as financing for other complementary activities under the projects (supervision and control, other CIW beyond EE, and other integral costs related to project implementation). Eligible applicants for loans from FLAG are municipalities that own the sites (schools and kindergartens) and are able to take a loan from FLAG, based on a Municipal Council decision securing the required co-financing. Financial support under this specific scheme will be provided through the innovative financial instrument FLAG-FICET, developed under the LIFE Programme, aimed at promoting clean energy transition projects of public authorities through a combination of loans, grants, and technical assistance.

The deadline for submitting project proposals is 10 December 2025, 17:00 CET. Detailed information on financing conditions, as well as the procedures for application, evaluation, implementation, and reporting of projects, is provided in the Rules for Financing Projects under the Subprogramme “Energy Efficiency in Municipal Schools and Kindergartens” (EEMSK) and its Annexes, published on the NTEF website.

On 30 September 2025, at 10:00, NTEF will hold an online information event to explain the financing conditions. Representatives of interested potential applicants may register to participate by completing the Registration Form.
