The National Eco-Trust Fund (NETF) in partnership with the FLAG Fund has published a Call for Proposals under the Sub-Programme "Energy Efficiency through Contracts with Guaranteed Results (ESCO Contracts)". The deadline for submitting project proposals by the NTEF is 17.12.2024.

The additional grant funding from the NTEF is provided only for the implementation of a package of energy saving measures in the following facilities:

  • Buildings owned by sole proprietorships with 100% municipal participation, which are medical institutions for hospital care;
  • Municipal systems for outdoor artificial lighting - SVEO (street/park).

The value of the investment required for the implementation of a package of energy saving measures (ESM) in one facility must be at least 1 million leva excluding VAT. The amount of the additional grant is up to 25% of the actual costs incurred for the implementation of a package of ESM in one facility, but not more than BGN 600,000 (excluding VAT). VAT financing is permissible if VAT is a non-refundable expense.

FLAG EAD Fund may provide financing for the implementation of the projects envisaged in the Call, within the following scope:

  • Financing of project activities that are outside the scope of energy efficiency measures, but should be implemented in view of its integrated and complete nature;
  • Financing of energy efficiency measures that are not subject to NETF financing.

The funds provided by FLAG are in the form of an investment loan, the parameters of which are subject to specific negotiation, according to the specific project, financed activities, creditworthiness and other conditions in accordance with the rules and policies for financing of the fund. The beneficiaries of the grant under this NTEF Call may be municipalities and municipal commercial companies that are medical institutions for hospital care. Financial support for the specific scheme from FLAG will be provided through the innovative financial instrument FLAG-FICET, developed under the LIFE program, and aimed at promoting clean energy transition projects of public authorities through a combination of loans, grants and technical assistance.
